Energy Performance buildings standards & Labels in Macedonia

As a memeber of ACE GROUP Lari & associates are assigned from the UNOPS to realise this Project in Macedonia.

For Macedonia as a forthcoming EU accession country the Directive on Energy Performance of Buildings is an incentive to reform its building codes and match its national standards in the building
sector with the new EU legislation in place.

The energy consumption from buildings (residential, public and commercial buildings) accounts for more than 50% of Macedonia’s final energy consumption, from which 70% are coming from space heating. A study made in the course of an EU funded project [Low cost low energy social housing for enlarged Europe (LOCOSOC), EC SAVE contract no. 4.1031/Z/02-119/2002 (partners involved among others: KWI, ACE Group)]assessed the potential energy saving within the building stock of 3 New Member States and 1accession country, which is highly dominated by panel buildings and low-quality housing.
The research revealed an energy saving potential due to qualitative refurbishment measures from at least 40% of current energy consumption up to 70% when additional measures to achieve low-energy standard (specific energy consumption < 60 kWh/m²) are being adopted.

- The overall objective of the project is to develop a proposal to be handed in under the Global Environment Facility (GEF) to finance

a) the development,

b) the realization, and

c) the compliance

of Macedonian energy performance standards in buildings with international standards in place, mainly with the new EU Directive on Energy Performance in Buildings.

- Another objective is to make assessments how the new system of Macedonian
energy performance building standards could be possibly developed and realised.
The necessary interaction and co-operation of different national institutions will be identified by experienced international consultants with the help of local experts.

Als Mitglied der ACE GROUP wurde Lari & Associates von der UNOPS beauftragt dieses Projekt in Mazedonien zu realisieren.

Für Mazedonien als zukünftiges EU-Beitrittsland stellt die Richtlinie für Energie-Leistungen bei Gebäuden einen Anreiz zurReformierung der Baubestimmungen dar.Ei weiterer Schritt ist die Anpassung der nationalen Standards im Gebäudesektor an die EU-Gesetzgebung.

Mehr als 50% des Energieverbrauchs in Mazedonien sind auf den Energiekonsum von Gebäuden (Wohnbau, öffentliche- und Geschäftsgebäude) zurückzuführen, wobei 70% davon Raumheizungen sind.
Eine Studie, die im Rahmen eines EU-Projekts durchgeführt wurde [Low cost low energy social housing for enlarged Europe (LOCOSOC), EC SAVE contract no. 4.1031/Z/02-119/2002(Partner unter anderem: KWI, ACE Group )] kam zu dem Ergebnis, dass durch Modernisierungsmaßnahmen ein Energieeinsparungspotenzial von mindestens 40% vorhanden ist.
Werdenzusätzlich Niedrigenergiestandards implementiert und Adaptionsmaßnahmen gesetzt kann sogar bis zu 70% eingespart werden (spezifischer Energiekonsum <60kWh/m2).

Das Hauptziel des Projekts ist einen Vorschlag zu entwickeln, der bei der Global Environment Facility (GEF) eingereicht wird um

a) die Entwicklung,

b) die Realisierung, und

c) die Einhaltung

der EU-Baubestimmungen- und Energiestandards im Mazedonischen Gebäudesektor zu finanzieren.

Ein weiteres Ziel ist die Bewertung, wie die neuen Mazedonischen Energiestandards im Gebäudebereich weiterentwickelt und umgesetzt werden können.
Außerdem sollen notwendige Kooperationen mit den unterschiedlichen Institutionen von internationalen und lokalen Experten eingegangen werden.
